この燃料は【ポンガミア】という植物油のです。
当初はパーム油を使い発電する計画でしたがパーム油は森林伐採、環境汚染、生物多様性の喪失など地球環境の悪化を伴う大規模開発によって生産されるために世界中の環境団体から使用を禁止する声が上がっています。
日本でも地元住民の反対運動により京都府舞鶴市、福知山市の２つのパーム油発電所が事業撤回、事業完全停止になりました。
そのため、G-Bioは住民説明会でパーム油は使用しない、次世代植物油燃料『G-Bio Fuel.P』【ポンガミア】を使用するとのことで計画を進めていましたが、ポンガミアには油に殺虫剤の成分が含まれるなど石巻市の自然環境に多大な悪影響がでる可能性があるために、住民から不安の声がでています。
ポンガミアは日本で大規模な発電に使用されたことがなく全く未知の発電と言ってもよいものです。
建設立地である石巻市須江地区の住民の不安は増すばかりですが朗報がありました。 年に1回改定される自然エネルギー庁が発行するバイオマス発電ガイドライン その中にポンガミアを新規燃料として認める記載はありませんでした。
つまり最悪でも2021年度にポンガミアがFIT認定されることはなくなり、強引ともいって良い手法で住民説明会を推し進めるG-Bio石巻須江発電事業に待ったをかけた結果となっています。 少なくとも1年の猶予があるために住民運動は焦らず、悩まず今までと同じく粛々と反対運動を続けることが可能になりました。
